The transition between 'strongly' and 'weakly' excited states of the condensed matter is considered. The collective mode, which is connected with the shear components of stress and strain, changes the dispersion law from imaginary to real. This transformation takes place for a boundary wave vector, which is determined by the viscosity of the medium. The reactive and relaxation components of strain perform roles of 'breaking and restoring symmetry' variables, consequently. On the base of phenomenological and microscopic approaches a synergetic model of kinetic transformation between strongly and weakly excited states is considered.
