Expressions are obtained for the mean value and the correlation function of a lidar signal in the case of strong fluctuations of the atmospheric parameters. In the model calculations the results obtained from formulas for strong fluctuations and for weak ones are compared. A study is made of the distribution of the backscattering signal fluctuations. It is shown that in most cases the investigated distribution may be approximated by a log-normal distribution.
