The conditions for stabilization of the sustaining spot of an electric arc on the surface of metals and carbon-graphite materials in a wide range of laser-radiation intensities are studied. The use of a laser arc source with a low intensity of laser radiation and a reverse-polarity arc is substantiated physically for efficient surface treatment of metals with emissive coatings and of carbon-carbon composites.
