The results of the dependence of the real part ε′ of the complex permittivity and the loss factor tanδ study on temperature and frequency for the insulation, composite and the three-layer dielectrics with various position of the boundary between layers are presented. The anomalous dielectric dispersion in the three-layer dielectrics with optimal position of the boundary between layers was discovered. To describe the experimental data the Debye functions superposition was used. Using the Debye functions superposition allows to define the contribution of a separate components of spectrum of the dielectric relaxation to the total dielectric dispersion. Good agreement between the experimental data and model predictions was found.
