Criteria of conformity of educational programmes in engineering and technology to international standards

Experts with new creative approaches for the solution of problems of hi-tech production organisation are needed for recovery and development of the Russian industry. Process of training of these experts should embrace both updating of content and the standardisation of professional education, as well as ensuring students' academic mobility among educational institutions. The majority of the countries of the world experience a similar phenomena. Introduction of new educational standards holds the important place in these processes. In many countries national educational standards are entered and regularly updated, as a complex of clearly stated normative requirements to the curriculum content, i.e. an obligatory minimum of knowledge and abilities (competences) which trainees should master. But all this mostly concerns standards of general education. In European system of education we have not found standards of higher professional education as such. "Creation of the educational environment of world level and the generation of professional elite in the area of resource-effective technologies..." is planned as one of the main actions of the Development Programme of TPU as national research in universities for 2009-2018.The goal indicator of realising this action is the following: "Share the basic educational programmes in priority development trends, including Master programmes, consistent with international standards (14 % in 2010, 45 % in 2018)". What is meant as international standards remains unclear so far. The requirements of the authoritative European association of engineering organisations FEANI are rather close in the format of educational standards to find a solution of the set tasks. [1] This association can award the title "European Engineer EUR ING" and formulates high requirements to applicants. At present, FEANI together with European organisation EUROCADRES is elaborating requirements for the delivery of a special document "European Professional Engineering Card" on the basis of EUR-ACE standards which could become for us a foretype of international standards. [2] These standards are based on the Dublin descriptors which describe requirements to qualifications of experts. Tomsk Polytechnic University, in our opinion, on the basis of its Mission, the international experience in the field of internationalisation of education and development of engineering pedagogy, should define for itself criteria of conformity of the basic educational programmes in engineering and technology to international standards. It is important to note that fulfilment of the specified above criteria means conformity of the basic educational programmes to international standards "de facto". For recognition of this fact "de jure" formal accreditation of educational programmes by the corresponding authorised social-professional organisation with an application of the Washington Accord or EUR-ACE international criteria is required. In our country such an organisation is the Russian Association of Engineering Education. Graduates accredited with the use of the Washington Accord or EUR-ACE international standards educational programmes can afterwards apply for international certification and registration. It means that for TPU graduates there is a real opportunity to become internationally recognised as the "professional elite", as it is planned in the TPU Development Programme 2009-2018.
